What happened
Arthur formed east of Florida and made landfall on Shackleford Banks, just west of Cape Lookout, North Carolina, at 11:15 p.m. EDT on July 3, 2014, as a Category 2 hurricane with 85-knot (98 mph) winds.1 It crossed Pamlico Sound and then the Outer Banks just north of Oregon Inlet around 4 a.m. EDT on July 4.1 Category 2 winds stayed over Pamlico Sound and offshore waters, while parts of the Outer Banks had Category 1 winds, and Cape Lookout measured the highest gust, 88 knots (101 mph).1
The highest surge at a National Ocean Service tide gauge was 4.48 feet at Oregon Inlet Marina.1 An NWS survey found water 5.2 feet above ground in Rodanthe, 3 feet in Salvo, 2.5 feet in Nags Head and 2 feet in Buxton.1 Dare County reported 16 structures with major damage and 145 with minor damage, mostly from sound-side surge, with wind also damaging shingles, siding and roofs.1 The worst damage was on Hatteras Island in Rodanthe, Salvo and Waves, and sound-side flooding reached businesses in downtown Manteo.1 Dare County put property damage in the county at just under $2 million.1 An EF1 tornado near Rose Hill in Duplin County damaged two structures.1 In southeastern Massachusetts, rain of 6 to 8 inches, with 8.00 inches in New Bedford, left many roads under up to a foot of water.1 NHC reported no casualties from Arthur.1
